What Is the Player Participation Policy in NBA? Why Was the Utah Jazz Fined for Violating It?

It seems that things aren’t going to get easy for the Utah Jazz anytime soon. The Jazz recorded their 14th straight loss on the road as they lost to Memphis Grizzlies 122-115 on Wednesday, March 12. And now, the bottom-seeded Western Conference side have also been charged with a $100,000 fine after they violated the Player Participation Policy.

The fine came after the Jazz failed to make All-Star Lauri Markkanen available for the game against the Washington Wizards on March 5 at the Capital One Arena as well as other games. The league released an official statement and announced the fine.

Notably, Markkanen has played 43 games this season, and is averaging 19.2 points, 6.1 rebounds and 1.5 assists per game.

What Is NBA’s Player Participation Policy?

The NBA executed the Player Participation Policy in the beginning of the 2023-24 season. The intent behind the policy was to “promote player participation” in the NBA’s regular season.

Under the policy, any player who has been selected to the All-NBA Team or an All-Star Team in any of the past three seasons must have an approved reason to miss a game. In such cases, the team must adhere to the following rules, and failure to do so will constitute a violation of the policy:

Teams must ensure that no more than one star player is unavailable for the same game.
The team must make sure that star players are available for national TV and In-Season Tournament games.
Teams must strike a balance between the number of one-game absences of a star player in road games as well as that in home games. There must be preference for such absences to occur in home games.
The teams must refrain from any long-term shutdown, where the star player fails to participate in games or plays at a reduced role.
If the team is resting a healthy player, they must ensure that the player is present at the game and is visible to fans.

The Brooklyn Nets became the first team to be fined under this policy after resting multiple players during their 144-122 loss to the Milwaukee Bucks on December 27, 2023.

During the game, the Nets benched key players, including Spencer Dinwiddie, Dorian Finney-Smith, Cam Johnson, and Nic Claxton. Later, Mikal Bridges, Royce O’Neale, and Cam Thomas were removed from play after the first quarter.
