UEFA Fines Chelsea, Barcelona and More for FFP Breaches in Record Clampdown

European Giants Chelsea and Barcelona Hit With Multi-Million Euro Penalties As UEFA Enforces Stricter Financial Rules.

UEFA has handed down record financial penalties to several European clubs for breaching Financial Fair Play (FFP) regulations. This is including and not limited to Chelsea and Barcelona. The European governing body confirmed the sanctions on Friday. 

Chelsea received a total fine of €31 million ($36.5 million). This is the largest ever imposed on a European club in a single season. UEFA cited two major breaches as the reason to impose the fine. First is, Chelsea failed to meet break-even requirements which is €20 million ($23.6 million). 

Their second offense was exceeding the 80% squad cost-to-revenue ratio which is €11 million ($13 million). This calculation includes player wages and transfer fees. The investigation also examined the Blues’ £76.5 million ($104.4 million) internal transaction involving the sale of two hotels between subsidiaries of their parent company, BlueCo 22 Ltd.

Under the ownership of Todd Boehly and Clearlake Capital since 2022, Chelsea’s aggressive transfer spending has drawn significant attention. In a statement, Chelsea said, “The club has worked closely and transparently with UEFA to provide a full and detailed breakdown of its financial reporting.”

Barcelona and Other Clubs Also Sanctioned

Barcelona were the second big team to be fined along with Chelsea. They were fined €15 million ($17.7 million) for excessive financial losses. Additionally, this penalty is now conditional on their participation in European competitions.

The Catalan club had previously been fined €500,000 in 2023 for misrepresenting income. Aston Villa have also been penalized, receiving an €11 million ($13 million) fine for overspending during a season in which they competed in the Conference League.

Meanwhile, Italian side Roma has been fined €3 million ($3.53 million). French side Lyon, who are already battling financial turmoil and a potential relegation from Ligue 1, have also been fined €12.5 million ($14.7 million). The club risks exclusion from the Europa League next season if their domestic issues persist. 

These settlements form part of UEFA’s broader strategy to promote financial stability and sustainability across European football. Both Chelsea and Barcelona, despite the fines, have qualified for next season’s Champions League. Thus, potentially earning them tens of millions in revenue in the coming season.
