IFAB New Rules for Premier League 2025/26

The International Football Association Board (IFAB) has introduced several updates to the Laws of the Game, aimed at improving player conduct, reducing time-wasting, and clarifying tense situations. These are the following changes that will be implemented on Premier League 2025/26 pitches:

‘Captains Only’ Approach

To improve referee-player interactions, the “Captains Only” rule restricts communication with the referee to only team captains during critical moments.

Eight-Second Rule for Goalkeepers

A new rule targets goalkeeper time-wasting. If a goalkeeper holds the ball for more than eight seconds inside their penalty area, a corner kick is awarded to the opposing team.

Dropped Ball Restarts

The dropped ball rule has been refined. If play stops inside the penalty area, the ball is dropped for the goalkeeper to restart.

Double-Touch Penalties

A clarification on penalty kicks addresses accidental double touches. If a kicker unintentionally touches the ball twice (e.g., slipping during the run-up), the penalty is retaken.

Assistant Referees at Penalty Kicks

Assistant referees will now position themselves on the touchline in line with the penalty mark during penalty kicks, with VAR solely responsible for monitoring goalkeeper encroachment.
